People with mental and physical health issues or substance use disorders experience higher rates of imprisonment and greater roadblocks to re-entry success. This panel will examine the behavioral, medical and substance-use treatment services available to the incarcerated population in Delaware, including COVID-19 treatment and mitigation measures. Participants will discuss opportunities to build on those services and support people under DOC supervision to drive health and wellness.

National SPEAKER on juvenile justice: anne teigenThe National Conference of State Legislatures provides policy expertise and research to all 50 states through their team of issue experts. During this session, participants will hear directly from Anne Teigen, NCSL’s resident juvenile justice expert. The discussion will cover trends and best practices in juvenile justice and highlight how Delaware compares nationally.

youth in the juvenile justice systemWhile Delaware's juvenile justice system is much different than its adult prisons, children of color are still disproportionally involved in the criminal justice system. This panel will exam the school-to-prison pipeline and examine programs available to help young people turns their lives around.

correctional Staff ExperienceChallenging working conditions, the ongoing impact of COVID-19, national employment trends, and salary competition from other sectors have driven up staff vacancies and contributed to recruitment and retention challenges in Delaware's correctional facilities. This panel will discuss the impact of these challenges through a review of current recruitment efforts, officer and staff training programs, and initiatives to support officer and staff wellness.

National speaker ON RE-ENTRY: NICOLE JARRETTNicole Jarrett, director of corrections and re-entry at the Council of State Governments' Justice Center, will provide an analysis of best practices for assisting formerly incarcerated people return to their communities.

Re-entryDelaware and other states experience persistent challenges in lowering recidivism rates. While Delaware's recidivism rate has trended down in recent years, 1 in 5 people released from prison return within three years of their release. This panel will discuss efforts to help formerly incarcerated people return to their communities, find housing and sustain gainful employment.

A National perspectiveThe National Conference of State Legislatures provides policy expertise and research to all 50 states through their team of issue experts. This panel will bring together issue experts from NCSL's health, justice, and corrections to provide a national perspective on the topics discussed during the summit, including health and wellness and how Delaware's correction system compares to other states.

Listening sessionPeople who were previously incarcerated in Delaware correctional facilities will discuss their experiences, the barriers to rehabilitation they witnessed, and how their prison sentence had a lasting impact on their lives.

Listening session debriefPanelists will discuss their takeaways from the listening session and what policy changes could have positive, long-term impacts on Delaware's correctional system.
